Ukrainian President Volodymyr Zelenskyy said he would only attend if Putin did. In his nightly video address, he stated, “I am waiting to see who will arrive from Russia and then I will determine what steps Ukraine should take.”
Zelenskyy emphasized ongoing Russian strikes, saying:
“It is now more obvious to the entire world… the only obstacle to establishing peace is the lack of a clear will from Russia.”
Analysts: Russia Using Talks to Stall for Time
The Institute for the Study of War (ISW) warned on Tuesday that Russia may be using negotiations as a stalling tactic. According to ISW, Russia is aiming to extract concessions from the U.S. and Ukraine while advancing on the battlefield.
This strategy, if true, could render the Turkey summit another diplomatic dead end—one that appears constructive on the surface but achieves little in practice.
